Do you have an application pipeline? Maybe you interview your volunteers, or ask for background checks. Maybe you call references, or request a written resume. If you have an application pipeline, you can replicate it with tags. Make it easier on yourself to track where people are in the pipeline, without having to get stuck in spreadsheets. All you have to do is create the tags that work for your organization, and tag people as they apply.
